According to the PURA software development team has become increasingly profitable part of the organization over the last few years, the PURA have decided to spin-off the work unit as a whole, and establish it as a stand-alone business entity called "PURA-IT". This change will expected to allow the work to be more flexible and creative in meeting client needs, and to reduce some of the friction between the team and the rest of the PURA staff.

The Board of the PURA-IT has the same members as that of PURA to ensure that the PURA-IT stays as an important part of PURA range of service. Moreover, an existing senior manager from PURA will join PURA-IT as CEO and business manager which will work directly with the small PURA admin team in order to support PURA-IT needs. The new working place is at the new Brisbane City Council Green Square (one train station, or approximately 15 minutes on foot from the main office). PURA-IT team will begin operating in 10 business day in order to align with the commencement of the new financial year.

Refer to the new work environment, the board has stipulated that they want PURA-IT to all work from the new site, not from home offices for first 12 months to ensure that the PURA-IT team is able to establish a new culture for their new environment and remain a coherent work team. Additionally, for the new work environment, the flexibility to adjust staffing if the team does not function well is needed, so all of the PURA-IT’s employment contract will be for a period of only 12 months not a permanent employment status as the staff currently have. Moreover, all the staff in the software development team will have a choice to move to the PURA-IT, or remain with PURA and be redeployed to another department.

In conclusion, the PURA has established a new business entity named "PURA-IT" which has responsibility in software development. The PURA-IT expected to have more flexible and creative work in meeting client needs, and to reduce some of the friction between the team and the rest of the PURA staff. Otherwise, the adaptation for the new environment is needed, for instance; new technologies, policy and procedure as well as the employment contract period.

Groups

For the internal group, the work team needs job sharing, flexible employment conditions, flexible work environment requirements, casual work attire which is difference from the external work team group. The PURA-IT work team concerns about the office that still not done and the adaptation on the new work environment.

Risk management

In order to ensure that this change will not has the effect on the company performance, the risk management approach need to be done based on the following principle: All team members assist in identifying risks, Each identified risk is assessed in terms of its probability of occurrence, The adaptations to the standard operating procedures is needed, The risk exposures are calculated and used to prioritize risks, High priority risk will be manage first, All team members assist in suggesting solutions to minimize risks, Plans consist of specific actions to be taken by specific individuals within specific time frames, Progress is monitored and adjusted respectively.

Recommendations

As the recommendation, the new technologies, for instance; large touch screens and other device in common area etc., may be added into the PURA-IT office in order to improve the team workflow. Moreover, currently the workspaces have not yet been fitted out, so in order to start the operation within 10 business day, the PURA require hurrying set the office done and let the PURA-IT team to create the work environment. In addition, the team accepts to the new policy and procedures for PURA-IT. The new policy, for example PURA-IT to all work from the new site for first 12 months and the change of the employment contract.
