Executive Summary

Every modern age hospital in private as well as public sector aspires to use Information Technology as its front end tool to manage the delivery of its services and image in most efficient and transparent manner. PIMS Hospital is equipped with state of the art facilities, services and equipment but lacks the use of Information Technology in children hospital to its advantage due to non-availability of required hardware and software. The use of Computers in Children Hospital at present is limited to word processing, record keeping and clinical/diagnostic reporting only. A complete network connecting each department is necessarily required for management of its activities with the use of modern technology in particular and connecting it with national and international institutions in general. It is presently non-existent.

This Project is directly related with the scope and endeavors being made by the Ministry of Information Technology (IT & Telecom Division) towards introduction of e-governance and best use of modern technology tools in all fields.

Project Purpose

1. Business Problem

PIMS is one of the largest public hospitals in Pakistan. It includes Islamabad Hospital, Children Hospital, Mother and Child Hospital, College of Medical Technology, School of Nursing and Quaid-e-Azam Postgraduate Medical College. It is the center of excellence in Pakistan.

Islamabad Hospital has been fully computerized with the help of Ministry of Information Technology under the project "HMIS & Networking Facilities at Islamabad Hospital". This computerization has changed the nature of entire work at the hospital. Officers are spending more time in analyzing information than on collecting and processing it. The project has improved patient care services, overall efficiency of hospital processes and has inculcated great interest in Islamabad Hospital staff for usage of IT Technology. Islamabad Hospital being tertiary care hospital is acting as a Centre of Excellence by implementing Hospital Management Information System and is serving as a pilot project to be replicated in other public sector hospitals of the country.

However, children hospital is still managed on manual systems, which leads to sub optimal utilization of resources. This project is an essential component of the "E-Government Strategy and Five Year Plan" approved by the National E-Government Council. It focuses on improving patient care and performance of health facilities in children hospital through the use of information technology and improving patient healthcare at service delivery facilities.

Project Business Objectives

Hospital Management Information System will increase patient management performance thus resulting in improvement in Patient Care. By the start of the project; there will be considerable reduction in file search time, efficiency in medical data retrieval, quick availability of historical data of patients.

Assumptions

It is assumed that the top management of Children Hospital is fully supporting the project. Children Hospital will welcome the change management because of the incorporation of these automated systems and will do internal efforts to make this system more useful with appropriate changes in policies, rules and regulations.

The project is approved and there will be no delay or cancellation of the project by the government.

Expertise resulting from doing the same project in Islamabad Hospital will be available for help and consultation.

Children hospital will accommodate the sitting and working arrangements of the project staff.

Children Hospital will nominate officials who will test the applications once the software is delivered.

Children Hospital will bear the recurring expenses after completion of the project.

New staff (MIS manager, Data Entry Operators etc) will be hired before the completion of the project so that they could be properly trained. Project Staff may be offered to continue.

Project Description, Scope and Management Milestones

Project Description

HMIS, a Hospital Management Information System based on custom software application to be designed, developed and implemented through a network connectivity using contemporary technology in a client server environment and RDBMS tools. It will cover the following aspects

1. Provision of Hardware

2. Provision of Network

3. Development of HMIS software

4. Acquisition of Licensed software

5. Training of the staff on HMIS application

6. Development of Interactive Website

Scope

The proposed project provides installation of Local Area Network with the provision of IT Infrastructure at Children Hospital.

There is a centralized Data Center which has already been established and running at Islamabad Hospital. It will also host the software application and data base of Children Hospital. The Data Center will have servers and related networking equipment required to establish a network between Islamabad Hospital and Children Hospital. Data Center will be used to process and store the data. It will also provide central management plus monitoring and technical support for the entire computer network of Children Hospital.

Inter connectivity of Children Hospital network with Islamabad Hospital network will be provided through a back bone fiber link through a core switch located in Data Center of Islamabad Hospital and a distribution switch to be placed in the Network Control Room in Children Hospital.

Help desk facility will also be provided through Network Control Room in Children Hospital. The network control room will accommodate the project director and related staff hired under the Children Hospital project. Computers will be provided to all registration counters, OPD receptions, Consultants and doctors’ rooms, operation theaters, emergency reception and emergency doctors’ rooms from where HMIS application can be accessed.

There is one server under this project. One Itanium server will be used for hosting HMIS application. Proposed Itanium server and existing Itanium server (Islamabad Hospital) will be used to run HMIS application in cluster. A 512 kbps connection will be installed through which internet access will be provided to all heads of departments, library and administrative staff of Children Hospital.

Comprehensive hands on training will be provided to Children Hospital Staff on HMIS software application.

It is a public sector hospital and follows the same governmental functional structure. Hence, the project team will work in a mix of projectized and functional organization. Project manager will manage the entire project team reporting to director projects. All the functional managers will be assisting him in the process, yet not reporting to him as they have their own functional hierarchy.

Roles and Responsibilities

Project Director:

To manage the implementation of individual projects under the supervision of respective government ministry from initiative to closure. To monitor the project through its entire life cycle.

Project Manager:

To manage and monitor the project activities during each phase of project life. Assist the director projects in managing the contracts with the implementing IT firms.

Network Administrator:

To manage the data network of the entire project. Management and trouble shooting of network applications, equipments and infrastructure.

Quality Assurance Engineer:

To provide technical input regarding proposed software applications systems, their performance and usability and training requirements. To generate test plans, test designs and test cases.

Data Analyst:

Prepare routine and special reports to management and related users as required. Prepare analytical reports to assist management in making decisions. Ensure the data being entered in to HMIS application and to assure the quality and correctness of data.

Trainer:

Research, design and develop new training programs and materials based on needs of staff. Scheduling and leading training sessions to assist staff with learning software and incorporating its functionality into their job functions. Prepare training materials.

Hardware Engineers:

In depth knowledge of computer hardware and accessories. Expert in repairing and maintenance of CPU, monitors and printers. Expert in installation, configuration, trouble shooting of operating systems and standard office applications at clients desktops.

Computer Operators:

Enters and verifies a variety of data in appropriate formats. Identify problems regarding data.
