INTRODUCTION

Information technology has been playing a huge part in every sector and every business. Thus in last many years it has been seen that Information Technology (IT) has developed a new system of learning which is termed as E-Learning. E-Learning is a process of transferring knowledge and skills through the use of computers and networks. The use of social media became common like wikis, weblogs, podcasts, etc (Schank, 2002). SCOPE OF STUDY

E-Learning and Web have been studied together previously but this study would further elaborate the importance of different versions of web 1.0, 2.0, 3.0 and e-learning 1.0 and 2.0 (Best, 2006). Many previously held researches supported the view that It can help in education system tremendously and if utilize it can make the education system reach out to the doorsteps of people round the world. It’s a fact that children in young ages use the internet and its part of their daily lives, so if opportunity is provided to them to increase their knowledge base, skills and learning under the monitoring of their parents so this can be immensely helpful in learning and building the personalities of children (Allen, and Seaman, 2010). Basic knowledge of technology is now a necessity and everyone should at least know few main things of IT along with that one must use it as the source of information on everyday basis to get to E-knowledge which is the main component of E-Learning (Schultz, 2004).

Similarly Web 2.0 and E-Learning processes, refers to developing competencies desired by potential receivers that are conveyed using electronic means such as internet or intranet on top of wireless knowledge (Singer, 2009). Like IT professionals know how to make the system easy to use for instructors and students and thus they have built companies and are working with educational institutes to make system work better. The major things which such It professionals have highlighted include that educational institutes lack efficient e-learning support practices that include infrastructure, enough trainings, and appropriate course/curriculum development, while educational institutes should inspect and resolve long term E-learning support challenges (Lewis & Allan, 2004).

This research study seeks to investigate all such factors like, the WEB 2.0 and its relationship with E-Learning in higher education and the relationship of E-Learning with web 1.0 & 3.0, Learning theories, Generations of e-learning, educational technologies, web and e-learning, E-learning 2.0 and web 2.0, application of technology in education, use of social networks, how it is beneficial for students in higher institutions, what are the major resources and tools that provide the basis of E-Learning at different institutes, the effectiveness of the E-Learning programs among students, the impact of E-Learning on Education system and what changes should be brought to make it more effective and systemized, strategies to make E-Learning more effective to serve more community, whether investment in E-Learning sector would bring benefits for the world at a bigger level or not and lastly how information technology can be used in a better way to serve the existing educational system. All such questions would be focused while conducting this research study. Along with all this it would throw some light on the workings of the departments specially IT department and its role in serving the E-Learning system to work better (Allen, and Seaman, 2010). The use of technology and its effectiveness for the system, faculty and its role in making the system workable, database management for students and teachers, would also be discussed. As this research study is not of descriptive nature so it would not just focus the overall assessment of the E-Learning initiative among higher education sector, so it would rather more focus over the functionality of the system.

If we move towards the need of the research in Web 2.0 and E-Learning at this place so we would come to know that the middle-income countries are facing many challenges to make education affordable for their communities and they also have problems in understanding the new applications of Web 2.0. This online system if developed with full dedication would bring that challenge to a reality and such countries would be able to provide their children with good education opportunities at low cost while leaving behind many expenses of physical setups (DeLuca & Valacich, 2006). Enrolment fees being charged at educational institutes in such countries is usually very high because of many reasons thus if the cost of physical setup, books/bags, teachers, transportation and several other things would be reduced by introduction of an online education system so the cost would become less and students would be able to afford more quality education at a lower cost.

And education can change nations, once such educational system would be introduced, students would be able to manage work at their homes by utilizing online working opportunities as well, their computer literacy rate would increase, economy would automatically grow and nation would develop (Leacock, 2005). Such structural shifts in the economy would bring huge opportunities for people in the coming times, rural and urban areas would combine and more people would get involved into the system and thus all would grow together. But one should never forget that this circle starts with education and ends at education so that should be the primary focus all the time.

RATIONALE

When we talk about Web 1.0, 2.0, 3.0 and E-Learning and the processes related to it the first question that arises in every mind is that, how it can serve technological improvements, developments and how it can be made effective for society and lastly why is it important to build such a system when a proper education system exists. And answers to all such questions bring us to stage where we stand right now and thus we are going to research the effectiveness of an internet based E-Learning process through different means.

This research study is significant in the terms that it would provide a new beginning for the virtual learning centers and people who are planning about this at a lateral stage to do E-Learning courses. It would help understand people that how E-Learning is beneficial and how it can e made more effective. Web 2.0 and the arrival of E-Learning 2.0 would make it more attractive for the students.

Many people are talking about E-Learning 2.0 these days. But in the last years E-Learning was basically considered as the major term and in that the e-books were provided with the medium of animated pictures, and integrating systems into motion pictures to make it more interactive for students (Singer, 2009).

A survey showed that after 2006 there were around 3.5 million students who were part of the online learning system at organizational level among higher education in US. Another report by Sloan Foundation showed that there has been an average 12% increase has been seen in past 5 years (2004-2009) on per year basis for the enrolment in online courses2009 in the US post-secondary education system, contrasted with an average of just about overall 2% increase in enrollments per year (Dunn, 2007). Till now almost about 50% of these schools and private institutes are offering such online courses along with courses at their physical campuses (Newton, 2003). A report which was done with academic leaders showed the results that the students who have been attending online courses have been equally satisfied as students who have been involved in campus education and traditional education systems. So there exists no major difference in satisfaction level unless it’s regarding the effectiveness and feasibility of both the systems (Rowlands, 2003). It is also believed that private institutes will tremendously get involved into E-Learning courses being offered to students as the cost of the system would decrease. Because a lot of revenue can be generated through the use of online learning facility being provided to student as it requires less investment but more perfection in system. To create such perfection one should hire properly qualified staff especially for IT management so that online education system runs smoothly throughout the courses. All the staff involved in E-Learning courses need to understand that how they can make system more user friendly and comfortable for the learners by using the technology of computers and internet (Stanley, 2007). Now many universities have been focusing online learning as the increasing trend among students has been observed. And as these institutes take on e-learning, few major and significant new concerns arise:

We would talk about the background of E-Learning in higher education and the relationship of the generation E-Learning with web 1.0,2.0,3.0, Learning theories , generations of e-learning , educational technologies , web and e-learning , E-learning 2.0 and web 2.0 , application of technology in education , use of social networks and how it is beneficial for students in higher institutions (Parise, 2008). This gave the scope and background for further research in the field of e-learning and the inclusive nature of this form of learning to take in different technologies and concepts. Although E-learning existed from 1970’s but this concept started getting popular around late 1990’s and in 2000 this was getting known very intensely and both scholar and commercial people started taking part in making it more better and workable (Campbell, 2008). The second generation was seen when web 2.0 and e learning 2.0 came into existence and this bought the concept of social networking with it.
