Introduction

Human resource management is a compulsory component for an organization. In addition, Human resource management is coherent management because it is a fairly system to manage the employee. Human resource management also helps the business to achieve the goals stated by Scott, (2013). The responsibility of HRM is quite serious and HRM must handle the affair of labor or employee over the organization. Besides that, HRM also cover these four features which are organizational management, personnel administration, manpower management and industrial management. From these features of HRM, we are known that HRM is cover the heavy work and compares to other department. Woods, (2011) had cited that HRM might be a keys department for the business development. Just like a company want to achieve the goal and they must get the support from the worker and the employee. So the HRM will train the staff well and help to achieve the goal efficient. For example, HRM must conduct the worker doing the right things.

The duty for the HRM is help the organization to achieve the strategic goal. So they must conduct the whole employee the information of the strategic goal stated by Workinfo.com, (2000) According to Reh, (2011), HRM must ensure the employee who is suit to every department because different people may have different skill and attitude. For example, industrial mechanical is not suitable for the office work. These are the four fields define the function of HRM which are strategic business partner, change management, employee champion, and administration. (Ulrich, 2013) So, HRM is the main role on the business because it carries a lot of responsibilities.

The jobs of the HRM are distributed and protect the workforce or manpower stated by Tan, (2013). For example, job analysis, recruit, select candidates, orient and train, wages and salaries training and development, health and safety, etc. These are the job that HRM must do. In addition, HRM must have good knowledge in planning because it was the most important part to help the organization to meet the goal. In other way, HRM also can organize a company trip for every staff and increase their motivation.

So HRM is such a difficult job because they must have critical thinking knowledge and other varies knowledge which is related to the manpower management skill.

Can recruitment improve the organization’s performance? Yes, because of the manpower is main resource of organization and it may affect the future performance of the organization. Manpower planning which is a very central and critical function to HRM, stated by Moorty, (2003). Recruitment which is the important process that HRM identify the organization need to hire someone who had submitted the application form and waiting for the interview and selection. In addition, HRM should have a clear mind to recruit the right employee. (Entrepreneur, 1914) If organization wants to get improvement, so the HRM should hire a certain amount of employee and distribute to departments which they are suitable. For example, internal recruitment which is a process to promote the employee with strength individual knowledge to the higher level and they may able to make a lead to control the worker to do better such as line manager. Besides, internal recruitment which is also a saving cost method to promote employee and internal promotion can encourage all the staff to work harder within the organization. Then, the organization will get improvement in growth and profit via the employee got promoted. Once the employee got promoted, then he or she will conduct the others workers to work hard.

HRM can use the training and development method to improve the performance of organization. Besides, Nd.gov (2010) cited training and development which is singular function to change or improve the performance of organization. It can be upgrade the personal skill or modify and addition of a new skill to the employee who attend the training course. In addition, training and development can increase the overall efficiency and conduct the organization to meet the goals. That is why HRM provide the training and development program to motive employee to achieve the higher standard and enhance the performance of organization growth, mentioned in Zeromillion.com (2010). Training in certain time with the right objective of training, so HRM must look into future such as what skills that employee need or what technological that can improve the performance. For example, train the industry worker to use the latest machines to produce the maximum unit of product. Once the worker had been train, HRM must investigate the result from the training course because HRM want to know respond from the employee who attended the training course. Such as reaction of employee, HRM should make a testing system for the employee and testing anything improves in their personal skills and reflects to their job. If the employee had got improve then they may be able to be promote to higher level via performance appraisal program.

An organization can get improve that HRM provide a performance appraisal program. According to HR Advisors Inc. (2012), the purpose of the performance appraisal is improving the employee with the best practice, guideline, education and evaluation. Besides, performance appraisal can help the employee to identify the strength and weakness such as SWOT (Strength, Weakness, Opportunity and threats) stated by Moore, (1974). The obligation of performance appraisal is to let employee know how they are doing. It may create a link between individual expectation and contribution of employee to the organization’s goal. Indeed, performance appraisal can find out how the relationship between supervisors and the employees. Then, it also can increase the job satisfaction and the loyalty of employee toward the organization. For example, HRM may discuss the employee strength then apply to the goals as the organization growth. And exchange the ideas between the supervisor and employee which may create a good relationship. Relationship between HRM and other employee is important because it can be improve the organization.

Villanovau, (2010) stated HR also can change the management to improve the performance of organization. Besides, this is not a central point for the HR professional training and development. So, for HR is can be change particular from the personal management. For example, it can change and modify the previous personal management to train their employee. This is why the HR trying to improve the performance of organization. In opinion of Heathfield, (2013) the change management is a difficult structure and she will try to bend the rules. She also stated that if the structure is success change, it will be more comfortable for the employee. Then the employee will do well and the performance will get improve. Besides, change the management such as change the communication between departments or branches. Like email or video conference and etc. Indeed, the world is change and we cannot still use the old management method and it may not to control well in workforce. For example, economic crisis, government’s policy change, etc.

According to Roberts, (2005), HR manager must make sure the employees are good motivated to maximize the performance of organization. Once the employees got motivated, they will do their job with perfect status. So, it can improve the performance of organization also. Just like HR promotes the employees who are tireless, then they will very satisfy for their status. For example, HR can increase the salary pay or give benefits such as bonus, etc. Indeed, HR also can provide a company trip to employees to increase their team spirit. So employee will enjoy and did their performance well. Besides, there are much simple ways to get employee happy and offering the benefits to give them flexibility stated by Moore, (1974). Salaries pay is a normal method for employee if the employee will get the extra pay like bonus or commission. Then employee will be happier to get the extra pay and continues work for the future. Then the performance of organization will get improve immediately.

Reduce the administrative work for the HR business partners also can improve the performance of the organization stated (Hollon, 2011). Functions of HR have role between the other business leaders and role for the functions of HR are different and extensively. So, HR can advise the senior business leaders to focus on decision support, planning for the labor, training the leader and development coaching. Besides, HR can gain the trustworthiness and get the support from every senior business leaders. So, the organization’s performance will get improved by supported by the every business leaders. Indeed, relationship between HR and other department leader must be strong and they would be creating a perfect organization stated by Mayhew, (1985). HR can take the role in that relationship then to know what the employee wants is and gets to know the performance of employees. They will exchange the information between and to enhance the organization’s performance. For example, if the role is poorly, HR will be more difficult to do their job. Otherwise, HR got supported from senior business leaders then function of HR will work efficiency and effectively.
