With the booming population the need of more and more document processing system for document possession is the need of the hour. The use of old methodologies and absolute procedures makes the whole document processing and possession tireful and hectic. The long queues, unjust prioritization, haphazard data entries, time consumption and extortions all contributes in degradation of performance of the existing system. The proposed system tries to address all these issues with the hint of technology. The idea of possession should be of having a right document for the person himself rather than for others. Thus, the need of an effective document processing system arises. This system uses the UID for identification of the individual and uses it for applying for the document thus eliminating problem of identity crisis.

B. The existing system

The existing system, which is a client server based system, is deployed at fixed palaces of the cities functioning at fixed interval of times and at the leisure of the working employees. The individual needs to stand in long queues with the right documents to be enclosed with the application for the said document. But the scenario is such that the set of enclosed documents need to be of the accepting individual's interest or rather changes with the person accepting the application resulting in delay over the submission of the application itself.

To avoid this commoners fall prey to middlemen and end up paying bribes for pushing their document forward. Another dimension to this is the priorities of being related to influencing people who may be powerful leaders or other any civil servants. These situations all contribute to time delay to the whole activity. Thus system is having a negative impact on the individual.

The proposed system

Having considered the potential drawbacks of the current system like less number of client system that act as the processing windows of the current system, which in turn results in long waiting queues for the document submissions and receptions; this system ensures that the document will be processed in much of hassle free way. Having information technological advancement in the field of security and authentication, the current system is deprived of it. The manual process of the current system is more reliable for the people because it ensures that some process is being done for their document. Thus, the important issue is to bridge this gap of the client system and user. By use of the UID as an identification tool and the credit card system as banking tool, we propose that the two can be combined to provide the power of having identity which can aid the transactions you make. Thus, the credit card theft avoidance is also achieved. This is thus an enhancement of the current document processing system without affecting the regular style of processing the document.

A. Assumptions

Every user has an UID.

A national bank account number is provided to each user after he/she reaches certain level of education.

The major functionalities of this system are like helping the user of the system to apply for any government documents using the computers or the Personal Digital Assistances through the profile created earlier, which eliminates the queues in front of the client system. The supporting documents can be uploaded through the user’s profile or can be viewed from the user’s profile. Based on the application submitted the eligibility of the user is decided. Thus the document will be verified only once, unlike each step verification of the application in the current system as it moves up the hierarchy. The document fees need not vary from person to person as of the current system as the value is hardcoded. This fee is paid through the UID + credit card.

The document can be tracked by the user throughout its lifetime based on the receipt number which is provided to him on submission of the document thus ensuring the transparency of the system to the intended user. The user profile once created can act as the person himself, it can "grow" with him, differentiate the person as per his document needs. For example, having resided in a country for more than five years entitles the person for nationality certificate which may not be especially applied for, it will be generating on behalf of him. In the same way the user account "grows" with him. On completion of eighteen years of age the user is eligible for driving license, Permanent Account Number, Voter ID card, etc. Thus, the identity of the user is built on the basis of what you have. All this can be prompted to the user, for which he can apply through this system. At the end of the process, the user will be notified about the completion of the applied document by the server of the client-server system. Thus, the whole process of possession of a document is achieved in a justified, transparent and secure way.

3.2 The working of proposed system

The working can be put forth through five perspectives as follows:

The user perspective

The user will login to the system, using the UID; can apply for any government documents.

The document will be forwarded securely from one level to the next as per the system’s hierarchy in a justified manner.

The document is processed within the set timing constraint with appropriate transparency in the system by providing user the tool for tracking the document.

At the end of the process, the user will be notified about the completion of the applied document by the server of the client-server system.

The administrator perspective

The administrator should be able to create user profile.

The administrator will be able to digitally sign any new e-documents received.

It should be able to update the user profile. It should be able to interpret the data object received.

Client

Simple interface, self informative.

Fetches appropriate information from database for verification.

Server

Provides message passing system.

Generates appropriate data objects for administrator.

Database

Maintain integrity during transaction phase.

Performs important administrator functions, mainly of adding an entry of new document to user profile.

Conclusion

Thus, this system is designed with the goal of achieving a better citizenship profile for an individual and solves the root cause of all the identity related issues of the society. The another major role is of eliminating the document processing haphazardness and applying the proper sequence of actions needed for the same in much secure, justified and transparent way without changing much of the existing system. The role of UID + credit card helps resolving the credit card misuse and identity theft crisis.
