There are certain fundamentals that we should consider before research a topic. These elements include conceptual framework and hypotheses, methodology, literature review, scope of the study, limitations of the study and research plan. The conceptual framework has been given and it is a schematic diagram which shows the relationship between the independent and dependent variables in the research and all the independent and dependent variables are should be discussed and explained in the hypotheses. The research scope has been narrow down according to the time constraints. The suburb of Colombo city as research locale, data collection is supportive to research and it is useful to prove through the evidence within target audience, data collection instruments such as interviews, questionnaire, literature review and observation , and approaches are been discussed in the methodology. The research plan has been given which is shows the assigned task and no of days to do that tasks.

1.1 Statement of the Problem

A computer, a telephone line, a modem, a service provider, an account with an internet, and a web browser like Microsoft Internet Explorer, these are the objects needed to get connect to the Internet. The main motivation to take up this research to identify the consequence of problems associated with the low internet usage in suburb areas in Colombo. It assumed the people who were living in suburb areas buying a computer is a big problem due to the unbearable cost and also it is extremely problematic to obtain a telephone line connection since it is not affordable for them, therefore to identify low income people in suburb areas are less likely to be online than low income people residing in urban areas can be a major factors to affect the internet usage. Moreover some of the people go through such factors due to the electricity and poor IT infrastructure to identify is these are the main factor which affect the low internet usage through without power the users are really cannot do much and even if they have nevertheless if the IT infrastructure is not in well can be reduce the availability of internet.

At the same time some other issues also assumed as a problem for instance some of the suburb areas can be explained by some other demographic realism such as the fact that suburb people as a group are older, less wealthy, literacy that everyone are not comfortable with using computers let alone the internet and have lower level of education attainment.

1.2 Purpose of the Study

Being connected to the internet is come to be more and more vital part of life because many things are done through online now. Unfortunately, that is impossible for everyone has internet access. For an example, most of the low income families in suburb area are not affordable to have an access to internet. Through this research in order to identify and provide the major reasons which will reduce the internet usage in suburb areas.

1.3 Aims and Objectives

The aim of this research is to explore and identify the factors which are reducing the internet access in suburb area.

1.3.1 Objectives

The objectives that have to be met in the research have been listed below:

To identify and explain the factor which affect the low usage of internet in society, apprentices, focusing particularly on people in communities and quality of work life.

To identify and explain the IT infrastructure in suburb area.

To provide recommendation to the existing problem.

1.4 Significance of Research

Suburb communities differ significantly from urban area in term of demographics such as income, age, and education attainment. This research is importance to the society and community who were resident in the suburb area to study the importance of internet access and find out the factor which is affect majorly to low internet usage, the government agency such as ICTA (Information and Communication Technology Agency of Sri Lanka) to improve the IT infrastructure in suburb area, the IT institution to develop their institute in suburb area and can be provide the IT education attainment and some other researchers who need information regards to this area of interest.

1.5 Methodology

A methodology is used as a guideline for solving problem with specific components such as methods, task, tools and techniques. Data collection, data gathering instruments and data analysis are the methodology going to be used for this research. Scope of the research, limitation of the research, conceptual framework and hypotheses are been delivered and given data which contain was analyze as correct through the data collection.

Data Collection

The research objectives can be met through the data collection therefore it is important for research and all needed data will be gather from targeted people. The data collection can be performed using requirement gathering technique those are,

Conduct a literature review on low internet usage in suburb and the factor which affect the internet usage through narrow the research by subtracting words from or simplifying this research phrases. These are the way going to be used to find information such as can read some of the articles, refer online source, and related books to the research area for collect data.

Interviews to clarify and provide insight of the problem which affect the usage of internet. The interview will attempt to conduct people and the interview question will not be formal.

Distribute questionnaire for required general public, with the question concerning to this research.

Data Analysis

Undertaken the field notes and interviews notes will be analyzed and evaluated to obtain meaningful information and it can be useful to write a final document with the result of empirical.

1.6 Scope

Wattala, Peliyagoda, Kandana and Ja-Ela areas are some of the suburb of Colombo city which will consider to this research. The author will decide to make an observation over a four week period, from 25th February to 18th March for approximately four hours per week in these areas. One or two, IT institute, government and private schools, workshops and focusing some people in communities. One week is assign for one area and in each area 140 questionnaires will be distribute to gather data. The author will not schedule formal interviews, but will interview informally, as needed to clarify and provide insight into specific topic. These are the scope which is going to be covered in the research.

1.7 Limitations of Research

The scope of the research is narrow down regarding to the time constraints because it is the limitation of this research for the reason that semester requires less time than may be ideal for an ethnographic study. Therefore it is important to foresee the limitations and take appropriate precautions in order to avoid unnecessary difficulties.

According to that the research includes some of the suburb areas in Colombo is the limitation for this research and collecting factors affecting low internet usage is not for the entire country therefore information that is going to be gather is not be constructive to take a solution for this problem from the responsible people and the author can give a recommendation for identified existing problem. For an example, the literacy factor which is identify as an issue in one suburb area is not a reason for reduce the low internet usage in another suburb area, sometimes in the urban area it may the reason to decrease the usage of internet. Nevertheless the same or some other problem which affect the low internet usage in urban area or other suburb area as well through this research the recommendation will be provide only for the suburb area which mentioned.

LITERATURE REVIEW

According to () "Sri Lanka’s Internet is quite slow by regional standards. We do, however, have wide coverage and it feels cheap. That is, I have a lot of friends online, but they all complain about how slow it is. That’s better than not being online at all, but it still sucks." Sri Lanka’s Internet speed is slow which means IT infrastructure for the Internet was not in a proper standard and one of the factors that the author state as a problem was identify through this statement.

According to ( ) "swift action has been taken by the Sri Lanka Government to promote high speed broadband internet services in the country. TRCSL and ICTA have been appointed to work jointly to make this national initiative successful through a strategic process." Internet speed is low issue was identify through this statement for the reason that the Sri Lanka Government plan to increase high speed broadband.

According to (department of Census and Statistics, 2004) the government of Sri Lanka has taken many progressive plans to develop the ICT (Information and Communication Technology) sector in Sri Lanka. ICT has been found as a beneficial and ICT can provide a solution to the various needs of citizens. Therefore people can get maximum advantages form these plan and their computer literate is also can be increase. Estimation of computer literacy of the household population in the age group of 5 to 69 years and it rate as 15.3 percent in western province. "Only about 3 percent of household population in the age group of 5 to 69 years can be use internet on their own. Another 7 percent are aware of internet but they can use it only with the help of others. Strikingly the majority (90%) is even not aware about this facility".

According to (ISOC-Sri Lanka, n.d) Internet Society (ISOC)-Sri Lanka Chapter is one of the Internet society in Sri Lanka to make consideration of internet usage in the entire country. Sri Lanka Chapter of the Internet Society serves the Society's purposes by serving the interests of a segment of the global Internet community through a local presence; focus on local issues and developments, and use of local languages. Some of the general purposes and scope of the chapter are given below,

Popularization of Internet in Sri Lanka.

Facilitation of research into Localization as well as to promote creation of local content in Sinhala and Tamil on the Internet.

To facilitate research into last mile connectivity to Internet in rural areas in Sri Lanka and to conduct training and awareness workshops in network connectivity in rural areas in Sri Lanka.

To create awareness and dialog on Broadband and Internet connectivity issues in Sri Lanka as well as to play an advisory role to government bodies which are involved in creating standards on Internet connectivity and Broadband standards in Sri Lanka.

There is a situation which explains the low internet usage and facilities. One day the author met his friend who resides in suburb of Colombo. That friend is going to a computer class which is located in that area. While the author and that friend made conversation the author was identify that there are some problem associated to use of internet in suburb area. The reason is that friend is going to the IT class which is having a less facility for their students. One computer in that class is having the internet facility so the internet facility is less. Many of the students in that suburb area are going to learn computer studies in there but every student cannot able to access internet therefore the younger generation in that area was not that much knowledge in about the internet. Most of the low income families children are learning computer studies in that class consequently fee of the courses are less than to other IT institutes in urban area for that reason that class is having the less facilities.

According to (Rajapakse, Dissanayake, n.d) In the last three years, a number of Internet Service Providers were established in Sri Lanka. Nevertheless, only in the capital and its suburbs some access to the Net is possible. Moreover, computer hardware costs are unbearably high and using the Net often means blocking a whole telephone line normally used by many people. As a study showed, only small, well educated elite knows how to use the Internet. Even at the University most academics have no idea what possibilities the WWW or e-mail offer.
