This paper describes the business system planning of My State Hospital about an implementation can be accomplished successfully considering ICT systems, business systems and a comprehensive costing schedule. Basically, this system includes secured mobile access protocols through various mobile devices and significant medical service modules for high quality services to patients and all stakeholders. Based on hospital service goals, this paper shows how this system to identify the business processes and can be operated according to the implementation phases.

This paper finds the best methodology of the optimal implementation in the information system of My State Hospital, problems solving issues and efficient costing planning.

This paper also includes some so the limitations such as estimate figures, the lack of hospital information, the current market environment and cost benefit analysis.

1. Introduction

This paper describes ICT and business systems required to implement the My State Hospital’s plan as to accommodate mobile access securely in order to protect customer information as well as a comprehensive costing schedule of the new system. In order for successful implementation of the new system, this paper also mentions a phased system design concept, an appropriate testing protocol and a comprehensive schedule of quality assurance based on an implementation plan schedule.

Generally, the introduction of the new system or IT development are expensive and risky undertakings even though its users expect that it improve their tasks directly. There might be also some resistance even before using the new system. To overcome such resistance and adapt well the new IT systems, this paper recommends and proposes several methodologies including effective training plan, system benefits, operational supports, and collaborative adoption with stakeholders, vendors, teams, and others. Overall, this paper provides a whole Business System Planning of My State Hospital considering a mobile access system according to an implementation plan schedule.

2. ICT systems required to implement IS planning of My State Hospital.

ICT(Information and Communication Technologies) systems can make significant improvements in health care service – assuring customer details need to be secured, reducing medical data errors, preventing duplicate information and improving business performance such as booking, treatment, operation, medical record management, and decision making. ICT systems(Hadley B 2008) are capable of completing a greater number of tasks, dealing with huge amounts of data and information quickly and delivering information rapidly.

In order for this implementation can be accomplished successfully, the Hospital can be ensured ICT strategies and addressed systematically some challenges(Samuel & Eddie 2005).

1) ICT Human resources

Most hospitals do not have the IT specialists or highly skilled IT professionals owing to comparative salary levels and limited system resources.

The shortage of IT professionals may cause serious problems in health care services. So, Information system consultant proposes the human resource plan according to an implementation plan schedule. Overall the human resource plan is shown in Table 1.

They (IT professionals or specialists) should be responsible for training and education which general internal user is less able to adapt to the new system and use easily considering the character and technological maturity of the organization. On the other hand, users including patient, doctor, nurse, administrator, stakeholder, vendors are also main components of ICT systems in the new system.

2) Hardware and Software

The implementation of a new system of My State Hospital in component aspects as the ICT systems may be able to require additional or new computing equipment, software associated with server and client application. In order for using mobile devices in new system securely, communication devices and personal devices should be ensured a high security level for protecting customer details and information.

The security level in the use of common protocols is a critical success factor for ICT systems in HIS.

3) Network Infrastructure and Mobile access

Implementation of the new system or network infrastructure based on the existing network facilities is tasks that take a lot of additional costs and it is not a problem that can be simply decided even if the costs are recovered through Government subsidy provided.

So, this issue is presented in Table 1.

4) Security and data protection

The use of IDS(Intrusion Detection System), IPS(Intrusion Prevention System), firewall and antivirus software are the best and basic practices for security and data protection from computer virus attacks. The user of the new system in this hospital has a unique code for authentication. The combination of code and password is the first step to protect customer information and details.

Security training is planned to be conducted periodically for internal users.

5) Planning and Funding

The purpose of implementing the information system within an organization is to increase work performance and efficiency by IT means. Although ICT systems are planned well, it won’t be able to carry out at the same time. My State Hospital should implement step by step ICT strategy and examine the adoption and acceptance of the ICT process according to the budgeting and funding schedule. In implementing the ICT strategy, the following factors should be considered.

3. Business systems required to implement IS planning of My State Hospital.

Implementing of the new business systems of My State Hospital supports and provides a wide range of advantage, usability and convenience for mobile user so long as security issues are ensured. This system might be also able to contribute high quality cancer treatment or advanced health care services for patients.

Business systems would be progressed by implementation phases and it should be to make easier for the patient, doctor, nurse and all stakeholders in order to accept the new system without resistance. Problems and critical issues will arise during implementing the systems should be changed and modified through the testing protocol phase, system monitoring and user feedback.

Entire process tasks are illustrated the well-described planning documents including guidelines, implementation goals, problem solving methods, performance measurements, the value of the new system to user and others.

Information systems of My State Hospital using mobile access can protect the customer information through file encryption, authentication, access controls and digital certificate on mobile devices based on the security police and security levels and maintain accurate and reliable integration data quality through quality assurance and audit logs.

In order for providing better care services, all business process modules are identified by information systems planning. Depends on the implementation phases, integrated business system planning(online, offline, mobile tasks) is going to develop and this implementation can be accomplished successfully.

4. Addressing a comprehensive costing schedule.

As mentioned above, the introduction of the new system or IT development are expensive and costly. But it is essential to provide better health care services and increase user convenience. The most important issue is the proper allocation of costs and strategy costing through a comprehensive costing schedule.

5. Conclusion

In the framework of the information systems of My State Hospital, ICT system and implementation is an imperative condition for improving the efficiency of patient services and all stakeholders(Table 1.) This paper discussed the business systems planning of the hospital including to assure security as customer information to be needed through accessing mobile devices(Figure 2. and Table 2.)

In conclusion, as the comprehensive implementation schedule, the information systems of My State Hospital include ICT systems and strategy, business systems planning and costing schedule. This system can provide high quality medical services and maximize patient satisfaction in breast cancer parts. Especially, this system enables supporting rapid and accurate patient information securely and preventing personal privacy.
