Executive Summary

This paper describes the secured mobile access system and implements wireless computing technology for My State Hospital so that users access all information through variety mobile devices. It also involves how does it provide high quality services to patient and staffs in mobile environment securely, how does it develop the optimal information architecture to involve diverse security configuration options available.

It shows business system planning and the system architecture based on business goals and mission.

In order to perform effective and secured mobile infrastructure, this paper defines current issues and required challenges. And then, this paper will give several potential expected effects through the successful implementation of the secured mobile HIS.

1. Introduction

This paper describes ICT and business systems required to implement the My State Hospital’s plan as to accommodate mobile access securely in order to protect customer information as well as a comprehensive costing schedule of the new system. In order for successful implementation of the new system, this paper also mentions a phased system design concept, an appropriate testing protocol and a comprehensive schedule of quality assurance based on an implementation plan schedule.

Generally, the introduction of the new system or IT development are expensive and risky undertakings even though its users expect that it improve their tasks directly. It is also true that there is some resistance even before using the new system. To overcome such resistance and adopt well the new IT systems, this paper recommends and propose several methodologies including effective training plan, system benefits, operational supports, and collaborative adoption with stakeholders, vendors, teams, and others. Overall, this paper provides a whole Business System Planning of My State Hospital considering a mobile access system according to an implementation plan schedule.

2. ICT systems required to implement IS planning of My State Hospital.

ICT(Information and Communication Technologies) systems can make significant improvements in health care service – assuring customer details need to be secured, reducing medical data errors, preventing duplicate information and improving business performance such as booking, treatment, operation, medical record management, and decision making. This ICT systems(Hadley B 2008) are capable of completing a greater number of tasks, dealing with huge amounts of data and information quickly and delivering information rapidly.

ICT systems of My State Hospital are made of user(people), data, procedures, software, hardware and information. The components of this system are identified like following :

ï‚Ÿ User(People) : patient, doctor, nurse, staff, administrator, vendors, governments, operator

ï‚Ÿ Data : raw facts and figures.

ï‚Ÿ Procedures : collecting, processing, manipulating

ï‚Ÿ Software : operating system, mobile applications, client/server applications.

 Hardware : physical components of the ICT system – input/output devices, storage, servers,

screen, network equipments(they are instructions which process data and information)

ï‚Ÿ Information : meaningful data that is displayed by user request.

These components is focused on managing data and information, using input, process and output, and transporting of data from one place to another.

3. Business systems required to implement IS planning of My State Hospital.

to identify our business process and represent how does the our HIS is well illustrated, aligned and integrated for the business goals in order to provide various components of our services to users effectively. It also demonstrates two major perspectives as to business strategy-driven implementation and IT-driven implementation.

The successful implementation of our HIS depends heavily on its strategic addressing for customers and this understanding enables us to analyse business activities and processes, to identify our services domain, and to develop diverse methods in so that we HIS has more improved functions and service levels.

Our mobile system will be designed and implemented in order to protect patient information and improve the work efficiency. Especially, this system will be able to support the high quality medical services and satisfy the patient without the constraints of time and place.

Therefore, medical staffs can check treatment condition, schedule, input/output patient data and transfer all data through by mobile devices safely. The patient may be also able to confirm their treatment schedule, the state of progress, prescription, examples of breast cancer survivors, doctor remarks, and other various information.

This system should be upgraded more efficient and effective step to distribute for high quality patient life and our high level medical services.
