In order for efficient and stable HIS, there are many considerations in various parts like task define, workflow, database design, processes, function specification, structured programing, test, and maintenance. Especially, cost benefit analysis cannot be emphasized for implementing information system.

This paper addresses an area of concern for the cost aspects of developing the HIS. In most cases for developing information system, cost benefit may be able to become a main issue among the various elements. This is because it is very expensive. It is also critically important that we develop and implement a complete set of our HIS such as H/W, S/W, and Infrastructure securely for patient and staff.

2. Strategic Plans

2-1. Analysis of requirements for existing HIS

Present our systems are covering standard modules to be needed for patient treatment, registration/appointment, treatment booking, financial details and billing, HR / payroll system and some medical systems like EMR, loading only clinical-related information, and so forth.

But, the following requirements have been required for our system :

ï‚Ÿ Integrating database management system in order to cover for stable and efficient HIS.

ï‚Ÿ Expanding infrastructure securely including mobile access and various computing systems.

ï‚Ÿ Adding and upgrading H/W, S/W and applications for imperative health care services.

2-2. System environment

Based on the analysis of requirements, we need to identify the explicit system configuration so that our business plans will be illustrated well to the new system.

We are particularly interested in providing rapid and secured services of the wide range of our systems. The major tasks for this system as IS manager, the first one is system integration. The second stage of development includes expanding of S/W and H/W to access each service module securely such as HR system, finance system, access system, payroll system, and other health care services. The third key development is to maximize the cost-effectiveness. (Study on the protection of personal information in HIS, Choi, 2007, p47~48)

3. Cost aspects for developing the HIS

This system will be capable of supporting and helping our excellence in breast cancer and medical services (our vision). On the other hand, it is very expensive. So, we should develop the system considering several crucial factors.

ï‚Ÿ Saving the costs as complying the project period.

ï‚Ÿ Selecting the efficient equipment through the BMT (Bench Marking Test) or bidding.

ï‚Ÿ Customizing to reduce the costs which will be added in the future.

ï‚Ÿ HR resource management for operation and maintenance.

ï‚Ÿ Education and training.

In addition, it should be applied new database design and improved data structures in order to remove the number of medical errors and inaccurate data.

To analyze these factors in cost aspects for developing the system, we intend to apply IME (Investment Evaluation Methodology) method ( Karikari, I & Stillwell, J 2005).

We can’t implement all system resources and IT infra at the same time, so through the order of priority, it will be progressed step by step. Each tangible and intangible benefit will be analyzed by considering a variety of factors.

Some factors will have high priority like 100Gbps backbone, IPS (Intrusion Prevention System), IDS (Intrusion Detection System), application-based mobile access mechanism, and VPN for enhanced security through the network.

These factors will have the high weighted score and to be assigned scaled benefit value. Analysis of the some factors derived from vendors or BMT will be able to be helpful for more effective our decision making.

4. Conclusion

Our next system of HIS will develop with high performance, well-structured and integrating a database system in order to control and manage the various system which users want to be able to use our services through mobile devices and network.

These systems will enable reducing the operating cost, simplify workflow, maintaining the up-to-date information, effective system monitoring, providing the rapid health care services, and supporting our diverse services.
