Also, this construction can be defined as the "process that consists of the building or assembling of infrastructure"(Adam Smith 2008). Industry is the group of related economic activity which classified according to the types of good and services supplied. Therefore construction industry can be defined as the sector of an economics which construct, alter, repair and demolishes building, civil engineering works and other similar structure. Perhaps, Project in a Construction Industry can be define as the arrangement of the planned which is fixed in the proper way by organised a task of the project in order to be completed in a specific period (Time), within a worthy cost and other boundary of the achieve the project in construction.

Although, project in a construction industry are being well manage no matter what types of the project they take, even a small project are construct with a specific technique in order to achieve the goal of the construction industry that’s are, Time, Cost and Quality. However, Project Management is the ways of arranging the component of a project, also this Project Management are known as "the discipline of planning, arranging, and controlling the property of construction project in order to succeed a specific goal of construction industry" (Wikipedia 2009). Basically, in construction company or industry are manage their project in order to achieve all of the project goal in the industry, this project management in a construction industry has a certain pattern of the project, these are; control project management, planned project management and others. Even that, Let me make clear about the project, "project is not something roughly or something that can be change easy, but it’s a total difference that cannot be change easy, once you create its permanent and its specific which has beginning and end" (Henry Gantt (1861–1919)). In addition, building construction project is the process of constructing a structure. However, the requirements in a construction industry or project (Tender) are as follow; Main Power, Raw Material, Logistic, Machinery, Financial, Consultant, Professional and others resources. There are difference building construction project in a construction industry, these are;

Residential Building Construction.

Perhaps, the above chart are the some parties who involved in a construction industry, every client on the construction industry has their own business during construction project. Let start from the Contractor, he is the one of the construction industry, the leader and he is a main power during the construction works and he read the drawing from the Architect or Engineering, "Contactor, which do not include in Bill of Quantities (BQ) but rely on drawings and specification, require the contractor to submit a schedule of his rate used to arrive at the tender figure in order to get the accurately and fairly value in a variation".

The one who prepared Tender Document during the construction work are known as Consultant, he is communicate between client and contractor during the tendering works. However, Architect are the one who design and drawing the plan of the project either residential building, commercial or any building (Structure), he measure the weight of the building that is going to carry. For the Quantity Survey, he is going to analysis the drawing/plan which receive from the Architect, prepared query list and he going to measure the drawing, inter the dimension, calculate the total area but commonly he prepared a Bill of Quantities, when the Architect Design and drawing the plan he is going to put everything in a plan like electricity supply, water supply and other then for the Electrical Engineering, Mechanical Engineering and Civil Engineering are going to perform their work. This information are base on the above chart.

What is Tendering?

Tender is document which writing by the consultant in order to communicate between the Client and contractor, Or in the document which is submitted as a replay to an invitation for tenders that contain full detail information (data) in term of requirement. According to the (Jason Prader 2010) defined tender as "the process of undertaken to employ a contractor in order to complete the physical works or provided a serious services for the completion of the project".

This process involve sending out all the related documents and the Architect drawing or Engineering drawing nominated or interested parties, this will then return a tender bid detailing amongst other thing of the cost and time period they estimate the work or services will take. These bid can then be compared or negotiated with a view to appointing on of the parties to undertake the work. The information complied during the tendering process will then become part of the contractor documentation between the appointed part and the client. In addition, "The main purpose of any tendering procedure in construction industry is to choose a perfect and suitable contractor, at the time of applicable to the situation and to attain the proper time from the contractor" (Aqua Group in 2006). Basically, the tendering purpose in a construction industry during the construction work is to achieve the attention of the company during the processing of the project. Perhaps, when the Consultant finish to prepare the tendering document he is going to present between the client and the contractor.

However, there are three main typical of the tendering method during the construction project, these are

Open or Public Tendering.

Selective Tendering.

Negotiated Tendering.

Open or Public Tendering Methods.

Open or Public Tendering Methods is the one among the types of tendering method in which the bidding methods are open. Also opening tendering method can be defined as "bidding process that is open to all trained buyers and anywhere the closed bids are opened in public for inspection and are selected on the basis of price and quality" (Dictionary). In this methods every things can be open during the construction project, , no restrictive list of tender, unknown contractor can tender for the work, promote concept of fairness and its most familiar methods to all sector of the engineering and construction industry, even that it has a high cost, and it taken a risk when they choose a contractor, this is because, even a wrong contractor are going to perform in a construction project which is not suitable.

Selective Tendering Methods.

Selective Tendering Method is also one of the tendering method which consists of illustration up a list of selected firms and asking them to tender. In this method, only a suitable and right contractor are performed and other client are selected not everyone can perfume. However, this methods take a short period time to be completed and the most one has a good management.

Negotiated tendering methods.

In this method, contractor is nominated and the contract price agreed upon not through competition but on the basis of negotiations between the parties. The contract is not put out to tender but the extent of the works contract price are established by mutual agreement through protracted discussions or negotiations. Usually refers only to the main contractor’s own work as sub-contract work is often awarded through competition.

NEGOTIATED TENDER

On this method usually one contractor is advanced and that tender are mainly used for professional work such as large building or airport project at big level, in this case there are limited amount of contractor who perform work in the market. It is built on one-to-one discussion with suppliers to negotiate the terms of contract. However, this negotiated tendering methods are apply when the security reasons, emergencies in order to secure the services of a particular contractor only, the employed resources are limited, even that the contractor is involve in a financial project. The beneficial of this tendering methods are more secure during the construction project, they provided a fast track, and they maintain a trust and relationships during the work. As I am the one of the consultant team member in this company I will choose a negotiated tendering methods in this project. This is because, World Development Company Limited is a big company that don not take a small project, they always take a big project and they select a professional contractor.

Tender process is the process of organisation which determining a requesting of the tender will and the type of tender that will be used, additionally what will be involved in the tender process. Although, the aim of the selection process is to produce a list of contractors for those who are talented to finish the project satisfactorily, even that, the final selection of contractor can be the one submitted the lowest economic beneficial bona tender. The nominated contractor is discussed with details like the scope of work involved, relevant drawings, design and material to enable him to increase in value of the extent of his responsibilities and the employer’s actual needs. Other employer, arrange and issuing the contractor ‘nominated in Bill of Quantities BQ’ to assist the contractor in pricing the works for the forthcoming negotiations. Based on the documents supplied to him, the contractor makes his own offer which would to consisting the;

The construction industry can be reflect as the one of the largest industries that can be donate a large beneficial section of the national product in the whole country, also in this industry a lot of the people are face many problem like the prequalification of tendering and the selective of the contractor. However the process of select the contractor can be succeed, unless the tendering process, and prequalification will be related to the construction project performance in the way of the goal of the construction industry, these are cost, time and quality.

In addition, in order to get the real factor and beneficial factor from the contractor prequalification criteria, tendering criteria, and tendering procedure. In that case I would like to look the criteria of the contractor prequalification criteria, there are lot of the criteria, but as I am the consultant I will look all the criteria but only three am going to focus more, these are;

Financial consideration.

In this criteria I will look how they arrange their financial process bank arrangement financial stability. This occur of the salary are they put direct in the client bank account of just by free or quarry during the finical statement in the company , the agreement of the financial.

Past Performance.

In this section I would like to look their past their past performance are they using a lot of the cost in a small quality and they take a lot of time. If its yes I will not satisfied with the contractor. Therefore, when we design and construct we have to consider the cost, time and quality of the building. And the failure of the past project. Are they succeed or not.

Management capability.

Also I would like to look how they manage their pas work is good or not, the quality of their past performance project and how they organising their project work is t rough or perfect and clear.
