Client Brief: A medium sized builder wants to expand it operation in the residential Design and Construct sector. To manage this transition an outlining of the organisational structure for the firm as a large Design and Construct company must be prepared.

Roles

Building designer- A person registered with the building professional’s board to provide drafting service, also known as a draftsperson. They are most involved in the initial planning of a project; thus providing information such as cost estimations, legislative requirements, size and features of sites and structures, technical specifications and preparing tenders.

Three classes of building designers exist according to the (Building commission 2005);

Architectural- "Design and develop working drawings for all components in commercial, industrial and residential buildings."

Interior –"Design and develop working drawings for the interior fit-out of commercial, industrial and domestic buildings."

Services –"Design and develop working drawings for services design, including water, sewerage, hydraulics, lighting and fire protection systems."

Licensing and Registration

According to the (Building Commission 2010) All the above classes of Building Designer must be registered with them

Communication exists between the classes and stakeholders such as Architects, Building Surveyors, the local council and Builders this tends to be laterally specialised and through the media of legislative documents including;

The Building Act 1993

Building (Interim) Regulations

2005, Essential Services Commission Regulations

Building Code of Australia 1996

The Occupational Health & Safety Act 1985

Relevant Australian standards, legislation and codes.

Other forms of communication exist through drawings, sketches and plans as well as video conferences and meetings.

Project manager- A project manager’s role is to execute projects by applying skills, knowledge, and procedures effectively and with a limited impact on resources.

The traditional approach to do doing this according to (PMI 2013) is through five process groups;

Initiating- ‘Defining a new project by obtaining authorization to start the project’ (Project Management Institute 2008, P. 467). Communication is important in this element as it is here that the project is announced to the company and Client Company.

Planning- ‘Processes performed to establish the total scope of the effort, define and refine objectives and develop the course of action required to attain those objectives’ (Project Management Institute 2008, P. 472). Communication is essential in ‘obtaining authorisation to proceed with the project’ (Pmhut… Filicetti 2008).

Executing-‘Processes performed to complete the work defined in the project management plan to satisfy the project specifications’ (Project Management Institute 2008, P. 86) Once the plan has been established it has to be implemented, at this stage communication is major in ‘gaining project acceptance’ and ‘transitioning the customer to new solution.’ (Pmhut… Filicetti 2008).

Monitoring and Controlling- ‘Processes required to track, review, and regulate the progress of the project’ (Project Management Institute 2008, P. 90). This focuses on quality control in taking early corrective action if necessary.

Closing- ‘Processes performed to finalize all activities across all Project Management Process Groups to formally complete the project’ (Project Management Institute 2008, P. 95). Reporting project performance to high order stakeholders is required in this phase.

Communication Lines

One of the major roles of a Project manager is creating a communication plan due to the extensive nature of communications within the building industry. This is due to the fact that project managers consult mainly with engineers, architects and other professional and technical workers. Thus legislative and professional requirements must be amplified in communications. Methods of doing this can be through video conferencing, management reports, and business letters

Negotiations area also formed with building owners, property developers and subcontractors. These can be communicated through emails, telephone, proposals and meetings.

Licensing and Registration- Project Managers do not need to hold I license or be registered as a building practitioner.

According to (MyCareer 2013) the average Australian salary of a project manager is $140, 733.82 (Rolling 90 days 21st of November to the 19th of February) Thus most companies are offering $100, 000 - $200, 0000 as an annual wage depending on the project specifications.
